Kim Smith

Until her retirement, Kim tirelessly served the KSRRA as a Board member. She actively brought success to the Association as an active leader in all of its activities.

Kim has been an avid representative and advocate for the rail industry in general in both Harrisburg, PA, and Washington, D.C. Kim was a government relation’s professional with more than 20 years of solid, proven experience in lobbying and regulatory compliance with respect to short line and regional freight railroads. 

She served on the Keystone State Railroad Association’s Board of Directors from 2012 to 2018. Positions she served in included Vice President (2012-2013), first female President (2013-2015), and Secretary (2015-2018). She exercised her amazing attention to detail - making the KSRRA better on anything she touched.

Prior to joining Genesee & Wyoming, Kim was employed by Emons Transportation Group, Inc. as Assistant to Chairman and Manager Public & Investor Relations.

Kim retired on August 9, 2022.

Kim altruistically served the rail freight industry for her entire career. Upon her announcement of retirement (to the KSRRA), in true, selfless Kim fashion, said:

“I’ve gotten to know all of you well over the years and just wanted to thank you for all you’ve done for me and for KSRRA. Most importantly, putting up with my attention to detail, which I know drove some of you crazy! …All of you hold a place in my heart; for that I thank you.”

Well, Kim… You continue to hold a place in our hearts, so we would like to show you our thanks - with this award.


Craig Staudenmaier

Craig has represented Conrail and Norfolk Southern, as well as CSX Transportation, Amtrak, the North Shore Railroads, Wellsboro & Corning Railroad, and the Gettysburg and Northern Railroad.

Craig has represented the railroad industry for nearly 40 years, starting in 1985. During all but the final year of his career, he was with the Harrisburg law firm of Nauman Smith Shissler & Hall, LLP, where he was a partner and managing partner. Nauman Smith merged with Cohen Seglias Pallas Greenhall & Furman, PC, on February 1, 2024, and Craig retired as of December 31, 2024.

Craig’s case work involved FELA and crossing accident cases, property damages, contractual issues and demurrage collection. The bulk of his work was for Conrail and Norfolk Southern, although he also represented CSX Transportation, Amtrak, the North Shore Railroads, Wellsboro & Corning Railroad, and the Gettysburg and Northern Railroad. Among his most noteworthy accomplishments are the following:

  • Successfully argued before the Pa. Supreme Court that the occupied crossing rule (holding that once a train fully occupies a crossing, the RR has no further duty to warn as its presence in the crossing is alone sufficient warning) should remain the law in Pa. despite passage of the Comparative Negligence Act. The rule had not been considered by the appellate courts for decades. Sprenkle v Conrail

  • Successfully argued before the Pa. Supreme Court that Penna.’s blocked crossing statue, which made it a summary offense for a RR to ‘block’ a crossing for a certain amount of time regardless of the reason, was preempted by federal law and regulations requiring an air brake test be performed after a locomotive did a runaround move before it could move and unblock a public crossing. Krentz v. Conrail

  • Successfully defended a directed verdict in the RR’s favor in an FELA case affirmed by Third Circuit Court of Appeals

  • Successfully argued in the Third Circuit Court of Appeals that Pa’s delay damages (prejudgment interest) rule does not apply to damages under the FELA. Poleto v. Conrail

  • First Pa. appellate decision adopting Shanklin preemption decision by U.S. Supreme Court holding that at public crossings with reflective crossbucks installed with federal funds, plaintiff’s negligence claims of inadequate warning devices was preempted by the Federal Rail Safety Act and the Crossbuck Replacement Program under it. George v. Conrail

  • Defense verdicts in every crossing accident case tried to verdict

The significance of these and other litigation successes benefited all railroads in the state. Craig's vast experience acquired through his long career not only honed his litigation skills, but enabled him to be a trusted advisor, guiding his clients through difficult legal situations with integrity. His love of the industry may have been in his blood, passed down by his father who was a machinist on the Pennsylvania Railroad.
